The Columbia-Greene Humane Society/SPCA, where the dog ended up, explained on Facebook:
On January 13, Penny showed up at the door of a good citizen. It appeared that she had been dumped by the roadside and abandoned.
It was a frigid night, and it was assumed she came to the door looking for food and warmth. Animal control was contacted, and she was brought to the Columbia-Greene Humane Society/SPCA.
It was clear that she had been neglected and was in dire need of medical attention. The medical team at CGHS/SPCA found that she had demodectic mange that had gone untreated, as well as secondary skin infections and lacerations on her face and neck.

Within 24 hours, the Greene County Sheriff’s Office made an arrest of Paul C. Bull, 47, of Coxsackie. If convicted, Mr. Bull could receive one year in jail and/or a $1,000 fine.
